Long story short, we keep doing it because it's a highly profitable gambit for all the usual suspects in our military-industrial-thinktanker complex. Yup, all those drone builders and bomb builders and the F-35 builders and professional thinktank bullshitters and the private contractors who profit from our "war on terror" have a vested interest in keeping that war going in perpetuity.
If we ever won that war, they'd be screwed.
So in this most exceptional of democracies, where corporations are people too, my friend, there's a lot of Manhattan penthouses and ocean-front beach houses dependant on keeping hate and war and weapon sales thriving to the max!
And so far, the US political apparatus has been more than happy to keep the gravy train a-chuggin'.

The first order of business is to keep yourself in business
That's a game the Carlyle types have mastered.
When your business is selling guns and bullets and bombs and rockets to the people who need guns and bullets and bombs and rockets, and half of your board of directors are or were State Department bigs, then it's not hard to see how a lot of folks in Washington have a vested interest in stirring up and stringing out violent conflict all over the globe.
Forget the horseshit about the city on the hill; America has become the purveyor par excellence of death-dealing hardware around the world. Apparently they have easy payment plans to go with the hardware. Not ready to pay cash up front?
No problem!
101 international institutions will be more than happy to find a way to allow otherwise bankrupt failed states to spend billions in Uncle Sam's great weapons bazaar!
As long as you've got something valuable in the ground, be it oil or gas or rare earth metals, Uncle Sam's got a financing package for you!
No credit? No problem!
Money is never an issue! Here in Uncle Samistan we just print more of the stuff when the fundamentals don't add up!
After all, spending more on guns and bombs than all our "enemies" combined has to count for something!

Is the USA a fascist state?
Antonio Gramsci and Dwight Eisenhower probably didn't have a whole lot in common, but both of them warned us about the rise of fascism.
Of course Dwight had enough couth to avoid calling a spade a spade. He turned "fascism" into the military-industrial-complex.
Perhaps it's not quite that simple, but it's obvious, at least beyond the Beltway, that we've made it!
You see the war-mongers picking at scabs all around the world, hoping to stir things up. War-mongers today come almost exclusively from the war-profiteer class.
Which is to say they stand to profit from war, war preparations, war reparations, ceasefires, peace-keepers, negotiators, arbitrators, and war crimes of every description.
Age-old enmities may still play out on the field of battle, but today age-old enmities are typically financed by the new age war profiteers.
There's big money in hate.
Big money in war.
